APPLICATION AND EMPLOYMENT POLICY

  • HOW TO APPLY - To be considered for a position with Lea County, we require applicants to complete our application form. It is our policy not to accept unsolicited applications and/or resumes. We only accept applications when there is a job opening available, advertised and/or posted on our "Job Openings" board. Only signed and completed applications will be considered. We do accept faxed applications and e-applications using the e-form on our web site. All applications are held in the Personnel Department until after the closing date of the application period; then they are forwarded to the appropriate department for the selection process.

  • CITIZENSHIP/RESIDENCY POLICY - Lea County hires only individuals who have a legal right to work in the United States.  Individuals hired by the County must be residents of the County at the time of hire or within 90 days of hire.

  • EQUAL OPPORTUNITY EMPLOYMENT - Lea County does not discriminate on the basis of race, age, religion, color, national origin, ancestry, sex, physical or mental disability or medical condition in its employment practices or in its programs, services and facilities.

DRUG & ALCOHOL ABUSE POLICY - Lea County does not tolerate the use of illegal drugs or the abuse of prescription drugs or alcohol.  The County has a drug and alcohol abuse policy that requires safety sensitive employees to be tested pre-employment, post-accident, random and with reasonable suspicion.  In addition, Lea County has established a Department of Transportation Drug Testing Policy under which those employees who are required to have a Commercial Driver's License (CDL) are tested for both drugs and alcohol.
 


EMPLOYEE STATUS

PROBATIONARY EMPLOYEE - A full-time or part-time employee hired to fill a regular position who has not yet completed the designated probationary period of employment. During this time the employee is terminable-at-will.

 

REGULAR EMPLOYEE - Full-Time: An employee who has successfully completed probation with a work schedule of at least forty (40) hours per week.

 

PART TIME REGULAR EMPLOYEE - An employee who has successfully completed probation with a work schedule of 20 to 40 hours per week.

The following items are benefits available to regular full-time County employees. Regular part-time employees who work at least 20 hours per week on a regularly scheduled basis are eligible for partial benefits.


  • MEDICAL INSURANCE - Lea County currently pays 95% of the premium for health insurance coverage for eligible employees and dependents. Health insurance coverage is available through Presbyterian Health Plan, Cigna or Blue Cross/Blue Shield. A more complete explanation of the coverage is available through the Payroll Office. The County also pays 95% of the premium for Dental and Vision plans.  Dental coverage is provided by Delta Dental and Vision is provided by Vision Service Plan.

  • LIFE INSURANCE - Lea County currently pays 95% of the premium for life insurance coverage for eligible employees in the amount of $50,000 and dependents are covered at: Spouse: $10,000; dependent children: $5,000.
     
  • ADDITIONAL LIFE INSURANCE - Additional Life Insurance coverage is available to the employee.  Amounts are from 1 to 6 times the employees annual salary.  Premiums are based on age and amount of coverage.  Premiums are the responsibility of the employee.

  • SHORT AND LONG TERM DISABILITY INSURANCE - Lea County currently pays 95% of short and long term disability coverage for eligible employees.

  • MENTAL HEALTH AND SUBSTANCE ABUSE COVERAGE - Lea County provides Mental Health and Substance Abuse Insurance coverage to all eligible employees and their dependents.

  • RETIREMENT - Lea County is a member of the Public Employees Retirement Association (PERA). All County employees except full-time students and casual or temporary employees must be members of PERA as a condition of employment. County employees contribute a percentage of their salary for retirement and the County contributes a percentage of the employees salary. 
     
  • ANNUAL LEAVE - Employees accrue annual leave with pay in accordance with the following years of full-time service:
      • -First thru fifth years:  3.75 hours per pay period
      • -Sixth thru tenth years:  4.75 hours per pay period
      • -Eleventh thru fifteenth years:  5.75 hours per pay period
      • -Sixteenth and following years:  6.75 hours per pay period

  • USE OF ANNUAL LEAVE - Regulations concerning approval and use of accrued annual leave are covered in the County's Personnel Policy.

  • SICK LEAVE -  Employees accrue sick leave with pay in accordance with the following years of full-time service:
      • -Less than 10 years: 3.75 hours per pay period
      • -10 years or more: 4.75 hours per pay period

  • SICK LEAVE USE - Regulations concerning approval and use of accrued sick leave are covered in the County's Personnel Policy.

  • HOLIDAYS - The County Commission shall approve holidays at its discretion during December of each year for the next calendar year. There are generally ten paid holidays per year.

  • DEFERRED COMPENSATION - County employees may participate in one of two deferred compensation programs as a supplement to PERA retirement.

Some hints for completing our application are:

  • Carefully read and follow all the instructions on the application.
  • Type or print clearly - do not write or print anything the reviewer cannot read.
  • Complete all sections of the application. Do not use "See Resume" in any section - fill it in. You may attach a resume in addition to the application to amplify the information contained in the application.
  • Lea County is a drug free employer. Post-offer testing is required for safety sensitive positions as a condition of employment.
  • Sign and date the application.
  • Do not submit the application directly to the department. Submit it to Personnel.
